Funding Available for Round Three
Publicly-Accessible EV Charging Infrastructure Funding Program Criteria
The Department of Energy and Environmental Protection (DEEP) is committed to supporting the development of infrastructure required to sustain an advanced technology vehicle market in Connecticut and encouraging consumer choice — including the option to purchase and use electric vehicles (EVs). Furthermore, DEEP’s Comprehensive Energy Strategy has identified EV charging infrastructure as an important goal of the statewide transportation energy strategy. Following the successful initiation of our EVConnecticut Incentives program, funds are now available to support up to 25 additional, publicly-accessible EV charging stations at business locations.
Available Funding:
DEEP1 is offering two levels of funding. Funding for up to one half of the project cost will be available for projects in priority areas.2 For these priority areas, the maximum award available will be $5,000 per unit or $10,000 per location. For all other projects, the maximum award available will be $2,000 per unit or $4,000 per location (i.e., up to two chargers installed on one property).
Preferential Criteria
DEEP will work with Northeast Utilities (NU) during the selection process and will consider the overall cost effectiveness and the potential for early completion and operation of each proposal. Proposed projects will be selected based on a set of preferential criteria including, but not limited to: The commitment of the applicant to have a publicly-accessible EV charging station operational by April 1, 2014, or as soon thereafter as possible, but no later than May 30, 2014; The commitment of the applicant to make the EV charging station readily available to the public with no fee, or a nominal fee3 for at least the next three years;
Location:
o Along transportation corridors, including state highways;
o Near restaurant, retail and/or entertainment opportunities;
o At high profile/high traffic installations, such as those at train stations and airports;
o Locations providing approved signage, lighting, and shelter, and operation for up to 24 hours/ day, seven days/week; and Situating each EV charging unit so it can accommodate at least two vehicles.
Applicant Responsibilities
All applicants must submit their proposal no later than 5:00 p.m., Wednesday, February 19, 2014. Applicants must have site control4 over the location of the proposed charging unit. Application forms may be found on the EVConnecticut Webpage. Awarded applicants must: Procure the EV charging equipment specified in their application; Install, maintain and operate the EV charging equipment for a minimum of three years;

2 Projects must be located in areas that have no EV charging systems within a 15-mile radius as designated by the white areas shown on the attached map.
3 Applicants planning to charge a nominal fee for the first three years must submit a business model with their application form. (See “Applicant Responsibilities” above.)
4 Site Control means (1) ownership of, a leasehold interest in, or a right to develop a site for the purpose of constructing the EV Charging Station; (2) an option to purchase or acquire a leasehold site for such purpose; or (3) an exclusivity or other business relationship between the Applicant and the entity having the right to sell, lease or grant the Applicant the right to possess or occupy a site for such purpose. Documentation for verification may be requested.
Post location and availability information of EV charging station on U.S. Department of Energy website;
Agree to operate the charging station(s) as a not-for-profit venture for the life of the unit(s);
In lieu of a commitment to provide no cost charging for 3 years, applicants may assess a fee of up to $1.00
per hour, provided they have also submitted for approval a business model for an open access payment
system that accepts major credit cards and allows immediate access to the charger with no additional
required contact. This business model must accompany the application form.

Reimbursement Requirements
Prior to reimbursement, awardees must
Install approved signage.
Demonstrate compliance with selected criteria from the application form.
Submit a business plan for operation of the unit after the first three years.
Demonstrate full operation of the publicly-accessible EV charging station by
o Submitting a copy of complete budget and invoices, and
o Submitting a photo of the operational unit, with signs in place.
All approved projects should be completed as soon as possible, but no later than May 30th
